Journal of Community Empowerment, Innovation and Sustainability (JCEIS) is a peer-reviewed, open-access international journal dedicated to publishing pioneering research on grassroots development, social innovation, participatory action, and sustainable community practices. Positioned as a premier scholarly forum for community development, the journal serves social scientists, policymakers, environmental planners, non-governmental organization (NGO) practitioners, and sustainability strategists worldwide. JCEIS prioritizes high-impact empirical research, participatory action research (PAR), case studies on social entrepreneurship, and evaluative frameworks for capacity-building programs. By synthesizing academic theory with practical, on-the-ground innovation and sustainable development goals (SDGs), the journal fosters a deep, comprehensive understanding of how empowered communities and localized innovations can drive long-term socio-economic and ecological resilience.

Scope and Topics
Reflecting its mandate to champion grassroots progress and sustainable societal transformation, the journal welcomes high-quality original research articles, systematic literature reviews, community-based project evaluations, and action-oriented field studies within the following thematic areas:
  • Community Empowerment & Capacity Building: Participatory development models, grassroots leadership, marginalized community inclusion, indigenous knowledge systems, and adult education/training frameworks.
  • Social Innovation & Technology for Good: Frugal innovation, community-based digital inclusion, social entrepreneurship, open-source localized technologies, and creative solutions to socio-economic challenges.
  • Sustainable Development & Socio-Ecological Resilience: Localized climate adaptation strategies, community-based natural resource management, circular economy practices at the micro-level, and sustainable agricultural livelihoods.
  • Socio-Economic Development & Poverty Alleviation: Microfinance and cooperative models, local economic development (LED), rural and urban poverty reduction strategies, and equitable wealth distribution systems.
  • Civic Engagement, Local Governance & Policy: Decentralization, collaborative governance, the role of civil society and NGOs, inclusive public policy, and community-driven advocacy.
Publication Frequency
To ensure rigorous editorial oversight, thorough peer review, and the timely dissemination of community-focused research, JCEIS is published semi-annually (2 issues per year, typically scheduled for release in June and December). Special thematic issues focusing on localizing the Sustainable Development Goals (SDGs), digital empowerment in rural areas, or post-crisis community resilience may be commissioned by the Editorial Board.

Peer Review Process
JCEIS enforces a strict double-blind peer review policy to maintain the highest standards of scientific integrity, methodological rigor, and practical validity across social science and development disciplines.
  • Initial Desk Evaluation: Every submission undergoes a preliminary screening by the Editor-in-Chief or a relevant Subject Editor to assess thematic alignment, methodological soundness (qualitative depth, quantitative rigor, participatory action validity, or project evaluation metrics), and structural compliance. Plagiarism screening via Turnitin/iThenticate is strictly executed at this stage, requiring a similarity index below the journal's maximum threshold.
  • Expert Peer Review: Manuscripts passing the desk evaluation are anonymized and assigned to at least two independent international reviewers who are established academic researchers, senior policy analysts, or experienced development practitioners in the relevant domain.
  • Editorial Decision: Based on the reviewers' recommendations, the Editorial Board renders one of four decisions: Acceptance, Revisions Required (Minor/Major), Resubmit for Review, or Rejection. The final decision rests entirely on intellectual merit, methodological clarity, and potential for scalable societal or policy impact.

Mission Statement: "The mission of the Journal of Community Empowerment, Innovation and Sustainability (JCEIS) is to bridge the gap between academic research and real-world societal impact by providing a platform for evidence-based strategies that uplift and sustain communities. Grounded in the philosophy that true global progress begins at the local level through collaborative innovation and equitable capacity building, the journal aims to democratize development research by providing an unrestricted platform for global academic, civic, and policy dialogue. Through the promotion of diverse, rigorous qualitative, quantitative, and participatory methodologies, JCEIS seeks to empower local leaders, inspire social innovators, and shape future-proof, highly resilient community paradigms worldwide."
