Decision-making is a crucial aspect of educational management as it determines policy direction and influences the quality of educational implementation. Educational policies frequently encounter challenges due to the limited involvement of stakeholders, resulting in decisions that do not always adequately reflect institutional needs. This study aims to analyze the concept of educational decision-making from the Qur’anic perspective, focusing on QS. Ash-Shura verse 38, and to identify the fundamental principles underlying the decision-making process. This research employed a qualitative approach using library research and the thematic (maudhu’i) interpretation method. Primary data were obtained from the Qur’an and classical as well as contemporary tafsir literature, while secondary data were collected from relevant books and scholarly articles. The findings reveal that educational decision-making in the Qur’an is fundamentally based on the principle of shūrā (consultation) as the primary mechanism for determining policies related to collective interests. Consultation serves not only as a means of exchanging opinions but also as an instrument for producing objective, participatory, and welfare-oriented decisions. The study further identifies three fundamental principles that support educational decision-making: equality (al-musāwah), justice (al-'adālah), and freedom of expression (al-ḥurriyyah). These principles contribute to the development of educational governance that is more participatory, transparent, and accountable. The findings suggest that Qur’anic values remain highly relevant to contemporary educational policy development and management practices.
